PUTNAM COUNTY – The Upper Cumberland Human Resource Agency (UCHRA) has named the new Safety and Security Manager for the agency’s transportation 

department, promoting from within to fill the role.

Longtime employee Charlie Frasier, who will mark 15 years with UCHRA in March 2021, most recently served as the Assistant Program Manager of the agency’s Adult Community Corrections team. 

“My experience as Assistant Program Manager has exposed me to the way our programs operate and are managed,” Fraiser said. The experience, he says, has also provided the opportunity to work alongside community leaders to develop solutions and implement new programs that will benefit the community.  

In his new role, Frasier will serve as the lead point of contact for matters of safety and security concern for the UC Public Transit; improving the professional preparedness of public transportation personnel for emergencies. The Safety and Security Manager is responsible for maximizing the staff’s ability to provide safe and secure transit services while ensuring customer service is a top priority.

“I am looking forward to my new role as Safety and Security Manager,” he said. “I hope to develop strategies that make for a safer transit system.” 

Frasier replaces long-time Safety and Security Manager, Mike Baines, who stepped down from the role earlier this year after serving more than 25 years with UCHRA. Frasier is a native of Cookeville and he and his wife have one daughter. 

“Charlie has big shoes to follow coming after Mike Baines but I have full confidence that he will hit the ground running from day one,” Mark Farley, UCHRA Executive Director, said. “Charlie has proven to be a real asset to the agency during his time in our Community Corrections program.”
