ISSUING AGENCY: Upper Cumberland Development District/Upper Cumberland Human Resource Agency (UCHRA)

PROJECT OVERVIEW: Notice is hereby given that proposals are being solicited for the provision, implementation, and maintenance of a 24/7 Conversational AI Receptionist and AI Web Chat System. The primary goal of this system is to improve public access to agency information and services, streamline client triage, support appointment scheduling, and deliver multi-channel engagement across voice, SMS, and web platforms.

SCOPE OF WORK SUMMARY:
The selected contractor will be required to configure and maintain an AI system capable of answering FAQs, triaging callers, assisting with appointment workflows, providing multilingual support, integrating web chat intake, and delivering reporting metrics while strictly adhering to HIPAA and data privacy standards. All final program eligibility determinations and case management decisions will remain under agency authority.

All bid proposals must be received no later than 4:00 PM CST on September 1, 2026. Late submissions will not be considered.
