The Upper Cumberland Development District (UCDD) and Upper Cumberland Human Resource Agency (UCHRA) gathered for their annual meeting on Wednesday, Dec. 17, celebrating a year of significant progress, regional partnership, and dedicated service across the 14-county region.

“2025 has been a year of real progress,” said Chairman Jeff Mason. “We strengthened core services for seniors and families, expanded transportation access for work and health care, and helped communities plan for growth. We’ve improved coordination between programs and kept our focus on people. When a neighbor needs a hot meal, a safe ride, a path to work, or help navigating benefits, UCDD and UCHRA are there. The data matters, but what matters most are the lives behind those numbers. These agencies continue to deliver with compassion and professionalism in all 14 counties.”

The Executive Director’s Report included a year-in-review presentation that celebrated the agencies’ accomplishments and emphasized the servant leadership of their more than 440 employees. 

“As we look ahead, it’s only natural to take a moment to think about where we’ve been, and I have to say, the progress we’ve made together is remarkable,” Farley said. “Like many of you, I’m continually impressed when I compare where we started to where we are today. Every year, I’m amazed by the sheer scope of programs and services our staff delivers throughout the Upper Cumberland.”

Farley also underscored the agencies’ significant return on investment for local communities. In Fiscal Year 2025, member dues totaling $112,490 saw a return on investment in the form of grants exceeding $11,365,282 million for the region. This substantial grant funding demonstrates the agencies’ success in championing the needs and priorities of the Upper Cumberland, strengthening core services for seniors and families, expanding transportation access, and helping communities plan for growth.

A central focus of the event was the celebration of individuals whose dedication embodies the spirit of the Upper Cumberland. City and County Mayors from all 14 counties nominated standout honorees from their communities for their unwavering commitment and generous service to their respective communities and the region overall:

Tennessee State Representative Kelly Keisling (District 38) and Tennessee State Senator Paul Bailey (District 15) were honored as Legislators of the Year for their steadfast championship and advocacy for the region.

Two employees, who exemplify excellence and teamwork, were recognized for their contributions to their workplace and the 14-county region. The UC Spirit Award, honoring an employee’s steadfast commitment and volunteer spirit, was presented to Jordan Herald, UCHRA Community Services Assistant Director. The prestigious Diamond Award, recognizing servant leadership and mentorship, was awarded to Marcie Ackerman, UCDD Planning and Community Development Assistant Director.
